The Real-Time Gross Settlement System (RTGS) lies at the heart of UK payments. In total, RTGS settles around £600bn of payments each day which is close to the UK’s annual GDP every 3 days. The RTGS infrastructure is over 20 years old and, despite its excellent operational record, it needs to be modernised and developed to meet today’s needs.The world of payments is changing rapidly. New innovative technologies, regulations and industry initiatives are being developed to meet changing needs but these can give rise to new threats to the use and stability of that system as a whole. This means that the Bank of England must support the UK financial sector with resilient infrastructure, balancing the safeguarding of stability whilst enabling innovation.The RTGS Renewal Programme has been established to develop the next generation of the Bank of England’s RTGS. The way payments are made has changed dramatically in recent years, reflecting changes in customer needs, changes in technology, an evolving regulatory landscape and the growing range of new market entrants. Given the implications of these changes for the Bank’s mission and for users, businesses and regulators, it is important that the Bank considers how RTGS will need to evolve to meet and shape payments trends in the coming decades.The programme is currently in the Design-Enable-Procure (DEP) stage. A key part of this phase is to define the future design of the new RTGS system in order to procure a Technology Delivery Partner (TDP) to support its delivery, as well as commencing the initial execution of the programme’s Transition Strategy.Responsibilities of the Design Control teamThe Design Control team plays a critical role across workstreams in ensuring that all design activity is coordinated, aligned to scope and delivered to expected quality standards. To achieve this outcome the team interacts with a range of stakeholders from across the programme including Policy, Business Design, Architecture, Commercial, Legal and Test to ensure the appropriate standards, traceability and design governance are embedded and maintained.Responsibilities of the RTGS Design Control team include:
Defining and agreeing the content and format of the Statement of Requirements (SoR) across both procurement of the TDP and how this translates through transition delivery, including associated maintenance.
Defining and agreeing a centralised view of critical design deliverables developed across the Programme, ownership, version control and how they interrelate.
Establishment and maintenance of requirement Traceability to Programme Scope, the Target Operating Model and Transition Strategy. This includes working with design delivery teams to review and agree alignment.
Setting design standards and quality centrally, socialising with impacted design owners and then checking the integrity of submitted design documentation meets the required levels.
Overseeing and holding workstreams to account for delivery of stated baselined designs, including validation where required.
Defining, operating and enforcing governance processes for all design material that require agreement or change (includes quality control, change control, Change Advisory Boards and the RTGS Design Authority).
Supporting change impact assessments and troubleshooting risks and issues that impact design activity, including working with subject matter experts to ensure identified changes are assessed and implemented into design documents with appropriate controls.Overview of the Design Integrity AnalystThe main purpose of the Design Integrity Analyst is to establish a centralised and governed “single version of the truth” across all business and technical design artefacts and ensure traceability and adherence is maintained across the programme.This primarily includes, but is not limited to the requirements, process maps, high level technical designs, transition state mapping, target operating model and programme scope. Working closely with other programme workstreams and the technical delivery partner, this role requires a proactive and engaging individual who will help the programme deliver the design artefacts it requires within the programme timelines to set quality and integrity standards.The Design Integrity Analyst will utilise the design management tool (iServer) to support traceability and identify where workstreams may be deviating from agreed design baseline. Where changes, adherence or design issues are identified the design integrity analyst will work with key stakeholders and subject matter experts to capture and support the design change analyst in assessment.Key ResponsibilitiesAs the Data Integrity Analyst you will be accountable for a range of activities, including:
Handling the coordination of all design artefacts produced across the programme back to a single centralised view of baseline.
Leading the design integrity process and adherence to quality standards, maintaining a consolidated traceability matrix, driving consistency of design outputs from workstreams, providing feedback and reports where required.
Develops and maintains a strong base knowledge of key programme design artefacts, their format and content, including any material design decisions.
Managing the Programme design management tools (currently iServer).
Collation and production of presentational views that demonstrate traceability and any areas of concern.
Supporting Programme team members in using appropriate tools, methods and processes.
Supporting impact assessments using the traceability matrix / design management toolset.Role RequirementsEssential Criteria
Strong attention to detail. You will be managing a large amount of design material from a variety of sources and as such, previous experience in handling, analysing and sorting information (e.G. using MS Excel and enterprise tools such as iServer) from a variety of sources is required.
Records management experience. The design integrity function must maintain a single version of the truth across the programme design activity. As such, you will require knowledge of record management, version control and change control processes.
Organisation and planning. You will require a deep understanding of the design plan within the programme. You will be able to report against plans on a weekly basis and help identify and escalate risks and issues that may impact planning assumptions.
Ability to handle dependencies across multiple work streams and stakeholder groups.
Excellent interpersonal, communication and presentational skills.
Ability to develop working relationships with wide range of people quickly and indirectly managing others.
Expert knowledge and experience in requirements management/traceability.Desirable Criteria
Prior business analysis and project delivery experience.
Familiar with Central Banking landscape, UK payments or financial services.
Previous experience in IT change programmes, especially the design phase, is desirable. Able to relate to and understand business and technical document compositions.
Previous experience in using design management and requirements. management software (e.G. iServer, JIRA or similar) is desirable.This role offers a base salary of £45,900 to £55,530 (subject to experience and skillset). The total package also includes:
